Port Waste Management
To support the implementation of MARPOL 73/78 Convention, a Study on Port Waste Management in 3 Thai pilot ports, namely, Bangkok Port , Laem Chabang Port and Map Ta Put Port, was conducted with technical assistance sponsored by the Government of Denmark. The study is now completed with the operational plan for the management of ship-generated wastes for the three pilot ports. The operational plan will be referred to as a model on ship waste management for other ports in Thailand .
Port Safety, Health and Environmental Management System (PSHEMS)
In March 2005, the Global Environment Facility / United Nations Development Programme / International Maritime Organization Regional Programme on Partnerships in Environment Management for the Seas of East Asia (PEMSEA) introduced the Port Safety, Health and Environment Management System (PSHEMS) to the Port Authority of Thailand (PAT). The PSHEMS initiative is aimed to promote regional implementation of international conventions related to port safety, health and environment through the sustainable development of coastal and marine areas and activities, specifically the safe operations of ports and harbours. As an integrated approach, PSHEMS provides a well-defined structure of policies, procedures, documentation, records and continual assessment for the measurement of performance over time. Bangkok Port has been awarded a PSHEMS certificate of recognition by PEMSEA in December 2006.
PAT's new project – Sustainable Port Development in the ASEAN Region
The Port Authority of Thailand (PAT) supports the ASEAN-German Technical Cooperation (GTZ) project named “Sustainable Port Development in the ASEAN Region” by providing space for establishing the project regional office with supporting facilities and transport for short-term experts. The objective of this project is to improve the compliance with relevant international standards and conventions concerning safety and marine environment which are currently in force and incorporated in port regulations. This project will assist the PAT in developing and implementing safety and environmental management system to enable the Port of Bangkok to meet the requirements of such international standards and conventions. At the completion of the project, Thailand will present the Port of Bangkok as a show case for other Thai and ASEAN-wide ports. With the willingness to share its experience, a publication on the outcomes of the above-mentioned activities related to marine environment protection has been disseminated to IMO member states during IMO meetings.
